Due Diligence is a Must
A pool contractor can be liscensed, but are they qualified?
The swimming pool repair and restoration business is unregulated, mostly. There is no government agency or local inspector that comes to check a repair. The exception is the annual pre-opening health department inspection, done usually by the Department of Environmental Health in your county or city, but only for commercial pools. Furthermore, an inspector comes to a residential pool only when it is first built. These inspectors understand the basics, but usually lack any applied experience which is necessary to be the authority on any pool subject. The inspector's time is commonly shared with the requirements for other industries as well, like restaurants, schools, workplaces, dry cleaners and complaint investigation.
In cases where significant changes are being made, plans and permitting is required. But for the most part, all of the routine repairs and a lot of renovations that are conducted "fly under the radar". Sure there are rules that pool professionals are "supposed" to follow. And there is what we refer to as "industry standard", but this is subject to interpretation. This means that, as a property manager or homeowner, the burden is on you to be sure that not only are the right repairs approved, but that they are being done the right way. A contractor can be liscensed, but are they qualified? There is a difference. It is common for a repair to be conducted a second and third time because of improper methods or inexperience coupled with no accountability. We see this frequently when we're asked for second opinions.

Complete your investigation with a phone call to the contractor's references. Try also to find a client not listed on their reference list.
